How will Anhui Province promote the high-quality development of its manufacturing industry in the next step

　　Recently, during the press conference on "Adhering to Reform and Innovation, Bravely Pioneering New Paths - Comprehensively Building a Modernized Anhui with Five Major Developments", a CCTV reporter raised the question of how to promote the high-quality development of the manufacturing industry in the next step. Governor of Anhui Province, Li Guoying, gave the following response:

　　As a member of the Yangtze River Delta region, Anhui is tasked by the central government to build a strategically influential hub for scientific and technological innovation and a gathering place for emerging industries. As a contributor to the rise of the central region, Anhui is also charged by the central government to strengthen its manufacturing foundation, extend its industrial chain, and improve its industrial system. With advantages and a solid foundation in implementing innovation-driven development and industrial upgrading, Anhui is well-positioned to make its own contribution to the implementation of the strategy of becoming a manufacturing powerhouse.

　　To promote high-quality development of Anhui's manufacturing industry, the focus is on expanding and solidifying the path of "science and technology innovation + industry", shaping more leading-edge development driven by innovation.

　　First, we will strengthen technological innovation and enhance the fundamental capabilities of industries. We will rely on technological innovation to drive industrial innovation, focusing on intensifying efforts to tackle key core technologies in areas such as smart home appliances, electronic information, new energy vehicles, industrial robots, and artificial intelligence, and continuously striving towards self-reliance and controllability. We place a prominent emphasis on enhancing the technological innovation capabilities of enterprises, comprehensively promoting the construction of innovation systems in technology and industry, platforms and enterprises, finance and capital, as well as systems and policies, and facilitating the generation, aggregation, and transformation of more technological achievements in enterprises. Last year, our province granted 14,800 invention patents, over 70% of which came from enterprises. By the first half of this year, the province had 82 national-level enterprise technology centers and 1,306 provincial-level enterprise technology centers.

　　Secondly, we aim to build industrial clusters and enhance the level of the industrial chain. The focus is on promoting the construction of major bases, major projects, and major special projects for emerging industries in a tiered manner, accelerating the formation of a number of industrial clusters with complete industrial chains and strong capabilities. Currently, there are 24 major bases, 29 major projects, and 35 major special projects under construction across the province. Through chain supplementation, extension, and strengthening, the development momentum is strong. For example, the Hefei New Display Industry Base has gathered 80 enterprises, covering all production links such as panels, substrates, polarizers, driver ICs, display light sources, and complete machine production. Last year, the output value of enterprises above designated size reached 88.8 billion yuan. Another example is the Intelligent Voice Industry Base, where we focus on building the "China Sound Valley". Currently, there are 571 enterprises stationed, and an industrial layout has been initially formed in basic application technology, underlying hardware, data computing, intelligent terminals, and industry applications. In 2018, the output value reached 65 billion yuan.

　　Thirdly, we provide precise policy support and optimize the industrial ecosystem. Following the construction strategy of promoting the integration of a strong manufacturing province, a major science and education province, and a prominent skilled labor province, we have established a relatively comprehensive policy system to support industrial innovation and development. In particular, we adhere to the principle of precise industrial policies, tailoring policies for 10 key areas to both increase momentum and overcome obstacles, effectively promoting a virtuous cycle between the market and production entities, as well as between finance and the real economy.

　　I would also like to inform our journalist friends that the World Manufacturing Convention held in Anhui is an international exhibition aimed at promoting exchanges and cooperation in the global advanced manufacturing industry. Last year, we held the first edition, with 436 cooperation projects signed, totaling 447.1 billion yuan in investment, yielding fruitful results. This year's conference, which will open on September 20th, will see an even greater convergence, exhibition, and cooperation of new technologies and industries in the manufacturing sector here, making it particularly exciting to anticipate.
