Opinions of the State Council on Implementing the Healthy China InitiativeTo the people's governments of all provinces, autonomous regions, and municipalities directly under the central government, as well as all ministries, commissions, and institutions directly under the State Council: People's health is an important indicator of national prosperity and national strength. Prevention is the most economical and effective health strategy. The CPC Central Committee and the State Council issued the "Healthy China 2030" Outline, setting out the goals and tasks for building a healthy China. The 19th CPC National Congress made major decisions and deployments to implement the Healthy China strategy, emphasizing the importance of prevention, advocating a healthy and civilized lifestyle, and preventing and controlling major diseases. To accelerate the shift from focusing on treating diseases to focusing on people's health, mobilize the whole society to implement the prevention-first policy, implement the Healthy China initiative, and improve the overall health level of the people, the following opinions are hereby put forward. I. Background of action Since the founding of the People's Republic of China, especially since the reform and opening-up, China's health care industry has made considerable progress, and the main health indicators of residents are generally better than the average level of middle- and high-income countries. With the accelerated process of industrialization, urbanization, and population aging, the production and lifestyle of Chinese residents and the disease spectrum are constantly changing. Chronic non-communicable diseases such as cardiovascular and cerebrovascular diseases, cancer, chronic respiratory diseases, and diabetes account for 88% of total deaths and more than 70% of the total disease burden. The awareness rate of residents' health knowledge is relatively low, and unhealthy lifestyles such as smoking, excessive alcohol consumption, lack of exercise, and unreasonable diet are common, leading to increasingly prominent disease problems. The prevention and control situation of major infectious diseases such as hepatitis, tuberculosis, and AIDS remains severe, and issues in mental health, occupational health, and endemic diseases cannot be ignored. To adhere to the principle of prevention first, place prevention in a more prominent position, and actively and effectively respond to the current prominent health issues, we must shift the focus forward, take effective intervention measures, refine and implement the deployment of the "Healthy China 2030" Planning Outline in terms of popularizing healthy living, optimizing health services, and building a healthy environment, focus on major diseases and prominent issues that affect people's health at present and in the future, implement medium- and long-term actions for disease prevention and health promotion, improve the institutional system for implementing the principle of prevention first throughout society, and persistently promote it, striving to prevent people from getting sick or reduce their illnesses and improve their quality of life. II. Overall Requirements (II) Basic principles. Popularize knowledge and enhance literacy. Take enhancing health literacy as the premise of improving the health of the entire population, strengthen health education and promotion in a targeted manner according to the characteristics of different groups, and make health knowledge, behavior, and skills the qualities and abilities generally possessed by the entire population, achieving health literacy for everyone. Self-discipline and healthy living. Advocate the concept that everyone is the first responsible person for their own health, stimulate residents' enthusiasm for loving and pursuing health, cultivate a healthy lifestyle that suits their own and their family's characteristics, with reasonable diet, scientific exercise, smoking cessation and alcohol limitation, and psychological balance, to achieve a healthy life with less illness. Early intervention and improved services. Take effective intervention measures for major health issues and influencing factors as early as possible, improve prevention and control strategies, promote structural reforms on the supply side of health services, provide systematic and continuous integrated services for prevention, treatment, rehabilitation, and health promotion, strengthen the connection between medical security policies and health services, and achieve early diagnosis, early treatment, and early rehabilitation. Universal participation, joint construction, and sharing. Strengthen cross-departmental collaboration, encourage and guide units, communities (villages), families, and individuals to take action, and form a good situation where the government actively leads, society is widely mobilized, and everyone is responsible and committed, to achieve the goal of everyone participating in the Healthy China Initiative. (III) Overall objectives. By 2022, the health promotion policy system will have been basically established, the level of health literacy among the entire population will have steadily improved, the promotion of healthy lifestyles will have been accelerated, the upward trend in the incidence rate of major chronic diseases will have been contained, and key infectious diseases, severe mental disorders, endemic diseases, and occupational diseases will have been effectively prevented and controlled. The risks of disability and death will have gradually decreased, and the health status of key populations will have significantly improved. By 2030, the level of health literacy among the entire population will have been significantly enhanced, healthy lifestyles will have been widely adopted, major factors affecting residents' health will have been effectively controlled, premature mortality rates caused by major chronic diseases will have been significantly reduced, per capita healthy life expectancy will have been greatly improved, and the levels of major health indicators for residents will rank among those of high-income countries, with health equity basically achieved. III. Main tasks (1) Implement comprehensive interventions to address health influencing factors. 1. Implement health knowledge popularization initiatives. Maintaining health requires mastering health knowledge. It is necessary to popularize knowledge and skills related to disease prevention, early detection, emergency rescue, timely medical treatment, rational medication, and other aspects of maintaining health among families and individuals. Establish and improve a database of health science popularization experts and resources, and build a mechanism for the release and dissemination of health science popularization knowledge. Strengthen incentives and constraints for medical and health institutions and medical personnel to carry out health promotion and education. Encourage radio and television stations at all levels and other media to produce high-quality health science popularization programs. By 2022 and 2030, the health literacy level of residents nationwide will be no less than 22% and 30% respectively. 2. Implementing rational dietary actions. Rational diet is the foundation of health. Focusing on general populations, specific populations, and families, and targeting places such as canteens and restaurants, we will strengthen nutrition and dietary guidance. We will encourage the whole society to participate in reducing salt, oil, and sugar, and study and improve the packaging standards for salt, oil, and sugar. We will revise the general rules for nutrition labeling of pre-packaged foods and promote the construction of a food nutrition standard system. We will implement nutritional interventions for key populations in impoverished areas. By 2022 and 2030, the growth rate of adult obesity will continue to slow down, and the stunting rate of children under 5 years old will be lower than 7% and 5% respectively. |
