Notice of the Ministry of Civil Affairs and the Ministry of Finance on comprehensively launching the implementation of the project of providing pension service consumption subsidies to moderately disa
To the civil affairs departments (bureaus) and finance departments (bureaus) of all provinces, autonomous regions, and municipalities directly under the central government, civil affairs bureaus and finance bureaus of cities specifically designated in the state plan, as well as civil affairs bureaus and finance bureaus of the Xinjiang Production and Construction Corps: In accordance with the deployment outlined in the "Notice of the Ministry of Civil Affairs and the Ministry of Finance on Implementing the Project of Granting Elderly Care Service Consumption Subsidies to Elderly People with Moderate or Severe Disabilities" (Minfa [2025] No. 37), it has been decided after research that, starting from January 1, 2026, the project of granting elderly care service consumption subsidies to elderly people with moderate or severe disabilities (hereinafter referred to as the "Subsidy Project") will be organized and implemented nationwide. The relevant matters are hereby notified as follows: 1. Promote standardized storage of institutional information All regions should comprehensively promote the precise docking of their existing information management systems with the "Minzhitong" subsidy project information system. Within 10 working days after the issuance of this notice, they should register and input relevant elderly care institutions, community elderly care service institutions, and third-party professional assessment institutions in their respective regions. All regions should establish data review teams, carry out regular data cleaning work, and establish a closed-loop mechanism of "reporting - review - feedback - correction" to ensure that the input data is true, accurate, and complete, laying a solid data foundation for the full implementation of the project. II. Prepare for the assessment of elderly people's abilities (1) Promote the integration of existing data. For the relevant data of elderly people who have been assessed and confirmed to have moderate or severe disabilities since July 2024 in their respective regions, all localities should complete the data collection and sorting as soon as possible, and report to the provincial civil affairs department for summary and review. The provincial civil affairs department shall exchange the relevant data of their respective regions to the "Civil Affairs Communication" system of the subsidy project information system within 10 working days after the issuance of this notice. (2) Establish a team of elderly ability assessors. All regions should scientifically calculate the shortage of assessors based on factors such as the size of the elderly population and the proportion of disabled elderly in their respective areas, formulate training plans for elderly ability assessors, guide assessors to proficiently master the "Elderly Ability Assessment Standards" (GB/T42195-2022) and the policy requirements of subsidy projects, and ensure that the relevant standards for elderly ability assessment already used in their regions are aligned with the national standard "Elderly Ability Assessment Standards", effectively meeting the centralized application needs for assessments. III. Strengthen supervision and management (1) Strictly evaluate and supervise. All regions should establish and improve a dynamic management mechanism for evaluation institutions, conduct rigorous selection beforehand and strengthen spot checks afterwards. County-level civil affairs departments should conduct on-site verification of the ability assessment results of elderly people in their respective areas at a ratio of not less than 1%. For institutions with non-standard evaluation practices and fraudulent behavior, the entrustment relationship should be terminated and responsibility should be investigated. If suspected of committing a crime, they should be promptly transferred to the judicial authorities. (2) Strengthen service supervision. All regions should organize elderly care service institutions to sign integrity pledges, clarifying service standards and fee requirements. Prompt verification should be conducted for issues such as "price increase followed by deduction" and false services discovered through system alerts or other channels. A service quality evaluation system should be established, requiring elderly care service institutions with numerous negative reviews to rectify within a specified timeframe, and those who fail to do so promptly will have their participation qualifications revoked. (III) Strengthen fund supervision. All regions should strengthen the supervision of the use of funds for subsidy projects, strictly review fund settlement materials, and effectively prevent the occurrence of false transactions, fraudulent extraction and embezzlement of subsidy funds, and misappropriation of subsidy funds. IV. Strengthen publicity and guidance All regions should adhere to the principle of "layered and categorized, precise and direct outreach", fully utilize online and offline resources, and build a comprehensive and multi-channel promotional matrix to ensure that policies are widely known. It is necessary to urge and guide elderly care service institutions to actively leverage their professional advantages and proactively promote the policies to the elderly population. In conjunction with activities such as the "Elderly Care Service Consumption Season", various forces such as village (community) "two committees", grassroots elderly associations, and grassroots civil affairs service stations should be coordinated and mobilized to carry out policy advocacy, promoting the formation of a good promotional pattern featuring "government leadership, institutional collaboration, and social participation". V. Promoting service development (1) Foster the development of elderly care service institutions. All regions should leverage the implementation of subsidy programs as an opportunity to strengthen the cultivation and development of specialized, chain-operated, and branded elderly care service institutions. Encourage and support elderly care service institutions to extend their services to rural areas, promote the development of models such as "elderly care + rural collective economic organizations," and continuously enhance the quality and level of elderly care service supply. (2) Promote the development of home-based and community-based elderly care services. All regions should, in accordance with the optimized and adjusted list of subsidy projects for home-based and community-based elderly care services (see the relevant modules of the "Civil Affairs Pass" in the subsidy project information system for details), guide and support community-based elderly care service institutions to provide professional elderly care services for disabled elderly people living at home. We should actively leverage models such as "elderly care + property management" and "elderly care + housekeeping" to optimize the supply of home-based and community-based elderly care services. VI. Strengthen organizational leadership (1) Firmly establish the main responsibility. Provincial civil affairs and financial departments should follow the spirit of Document No. 37 [2025] issued by the Ministry of Civil Affairs, draw on the work experience of pilot areas, refine work measures based on actual conditions, improve management processes, strengthen fund supervision, and enhance the standardization and operability of subsidy project implementation. Civil affairs departments in all regions should conscientiously fulfill their leading responsibilities, clarify the division of responsibilities, and establish a special working team for subsidy projects; financial departments in all regions should strengthen fund guarantee, make good budget arrangements, and ensure that funds are used for specific purposes and disbursed in a timely manner. The implementation period of subsidy projects is 12 calendar months (from January to December 2026), and the end time of projects in pilot areas is synchronized with the national level. (2) Strengthen dispatch assessment. Civil affairs departments and financial departments in all regions should establish a quarterly reporting system. Provincial civil affairs and financial departments should submit reports on the progress of subsidy projects to the Ministry of Civil Affairs and the Ministry of Finance at the end of each quarter. The Ministry of Civil Affairs and the Ministry of Finance will conduct regular assessments based on system data and field research, and provide special assessment guidance to regions with lagging work. (III) Coordinate resource guarantee. All regions should further implement policies and measures such as providing support and assistance to extremely poor individuals and subsidizing centralized care services for economically disadvantaged and disabled elderly people. They should guide and support public welfare organizations, charitable forces, and other entities that are willing and capable to actively participate in subsidy projects, providing supplementary support for the elderly.
